My landlord is using my water

I live in a duplex, and the hoses in the front and back yard are both connected to my water supply. My landlord is responsible for maintaining the yards (per our lease). Additionally, my landlord has been watering the yard frequently since this brutal Texas summer came about. My water bill has more than doubled. I attempted to speak to my landlord regarding this, but they insisted that they have a right to keep the yard alive using this means and offered me $10 for the whole summer's worth of watering. Is there any recourse I can take?
