My landlord took a $300 cleaning fee from me when I moved in but never cleaned my apartment. Is he obligated to give me my money back? Also, I was supposed to have a fridge but never got one and I have been wating for 2weeks.

The cleaning deposit is for when you move OUT.
If you clean well enough when you move out and there is no damage then you should get your money back.
As for the refrigerator you will have to work that out with the landlord.
