My Union Is Not Following The Bargaining Agreement

As per my union bargaining agreement, there are procedures or steps for filing a grievance. For example:

1. A grievance, as defined in Article XXXI (Grievance Procedure),
which has not been resolved thereunder may, within thirty
(30) working days after completion of Step 3 of the grievance procedure,
be referred for arbitration by the Employer or the Union to
an arbitrator selected in accordance with the procedures of the
American Arbitration Association.


If I did my part and submitted in writing my request for arbitration in a timely manner as per the bargaining agreement; and then my organizer verbally tells me that my request for arbitration is null and void because I will be place in a different department... However four month later still nothing has happened. This is one of several procedures from my bargaining agreement that my organizer has not followed. Is this breach of contract on behalf of the union. If so, what legal action can I take?
