Criminal Records, Expungement Need help with expungement

I was arrested in 1990 for a felony but the DA declined to file the charge and no action was taken by the grand jury. I was never charged or convicted. I want to have this arrest record expunged. I am in Texas. Can anyone help me by directing me to the forms needed to file for an expunction and maybe give some advice as to how I should proceed. Thanks.
