Need Help

I have a niece that has a 3 year old son. Her son has lived with my mother since birth. My mother has been his main support she has insurance on him she cloths him and fed him. His mother does buy cloths for him but not that oftened. She is 22 years old and is involved with a 38 year old woman. She has moved in with this woman and has taken the boy. This woman has 3 children witch she only has 2 with her. Her parents have her oldest. She has talked my niece into taking her son to a babysitter witch we have heard that she is bipolar.(by my niece) My niece leaves him there overnight and all day. His first time with the sitter she took him in the morning so she could go to work and then went to the bar after work and left him there until 8pm the next evening. He was there with a told stranger for 20+ hours before picking him up. He had to stay at the sitters again last night. My mother and I was able to talk with him on the phone he cried and asked to go pick him up. She does have a job but she has only worked it for 3 days and she has no money to take care of him she is behind on all her bills and overlimit on all her credit cards and is late paying them if she pays. My brother his grand-father would like to get him as well as my mother and I would like to get him. What can be done.
 
If mom has sole physical and legal custody of the child, there is not a whole lot that can be forced upon mom unless that changes.

If the child is being neglected or abused, report it to the appropriate child services agency or law enforcement. What you write may be inappropriate parenting, but I don't see that it is criminal or good cause to compel the state to remove the child from mom's custody.

If others in your family want to somehow get custody, they will need to consult an attorney to see if there are any possible grounds to have the child ripped from mom's care and custody. That is very unlikely to happen.
