Neighbor Dispute - view obstruction

My neighbor planted some trees along the side of his house some years back. At the time he told me that he would trim them if they grew too tall and obstructed my city view. When the time finally came and I asked that the trees be trimmed at my expense, he refused. A year later, the trees have significantly blocked my view and was refused a second time to trim the trees at MY expense. He is old and angry with me and is trying to personally get back at me for bad feelings. What are my rights? How should I proceed?

If the trees are on his property and don't extend onto yours, what rights do you think you have? Unfortunately, he would seem to be able to do what he wants, barring any ordinance which would require him to trim the trees.
