I have lived in my home for nearly 19 years. My neighbor started "weirding out" when she and her husband split up and he moved out.
We had many issues with her crossing boundaries (blocking my car by parking in front of it making it impossible for me to get out, cigarette smoke blowing into my window when I explained to her I had asthma, loud parties with guests (some underage) getting intoxicated and urinating outside between the houses, etc.
She has an intelectually handicapped daughter who is an adult and lives with her, and several times my husband and I have heard the girl screaming at the top of her lungs "Mommy NO, Mommy NO!" We never heard her behave this way when she had caregivers or her father kept her. One night I heard her screaming late and called the police because it sounded pretty dramatic. The police informed us that the girl was "having a bad night" but also said they would file a report with Adult Protective Services for investigation, which seemed to be unfounded because the woman still lives with her mother.
The next day after I called the police the woman waited until my husband came home and came over and started pounding on our door with all her strength, and I assumed it was about my calling the police, so we just ignored her as we did not want to have the police back over here again.
The next day we sent her a Virginia No Trespassing notice, certified, and also mentioned the problems with the parking, etc.
Most of the harassment and issues with parking have stopped and what continues is petty and can be ignored, but the issue with the cigarette smoke and butts all over my yard continues. Is there anything legal that can be done?
I don't know if it is of any importance, but I have caught her just sitting in her car staring at me when I am working in the yard, going to my car, etc., I'm getting some pretty vile, evil looks. I guess I can ignore this, but I wish she'd just go about her business and let me go about mine. My creep factor pegged red a couple of times when I was in the yard more than five minutes to discover her sitting in her car staring.
