Neighbors Pool or pond...

If a child falls into a neighbors pool or pond who is liable? Do the neighbors have to notify you if they install a pool or pond, if there is a young child living nearby?

I HIGHLY doubt people installing a pool or pond are under any duty to notify the neighbours. They may, depending on where you live, have a duty to install a fence or otherwise take precautions to prevent people from wandering into it.

Can the neighbor call the police on the child in question for trespassing? the child is two?

Sure they can call the police. What the police will do is anybody's guess. In many jurisdictions, trespass to land is just a civil tort, not a criminal wrong. I expect even if it IS a crime in the jurisdiction, the police would laugh at them and tell them to call the parents, or simply walk the child back home, and stop wasting their time. But you might want to pose that question in the Criminal Law forums just to be sure, or simply phone the police station and inquire what they would do in the situation.
