Neighbors runoff affecting my property

When it rains the run off from the neighbors hill dumps tons of sand onto our property and on top of the leaching feilds. The hill could be grated to stop this problem at no cost to anyone but they won't do it. The sand needs to be removed from on top of the leaching feilds each time it rains, who pays for the clean up? Thank you
