I Won An Auction On Ebay , The Seller Was To Build And Delivery A Cnc Router To Me I Paid In Full Credit Card , Inow 8 Months Later Still Don Not Have What I Paid For , A Lot Of Excuses And Now No Contact With The Seller , Does Answer Phone Or Email . Seller Is Out Of State , Can I Sue In Small Claims Court , Without Going To The State To Do So, He Might Be Liquidating And Going Out Of Bisness How Do I Proceed
