new owner evicting tenat

a new owner is trying to evict my friend and put their family member in the apartment. Exactly what are the laws on this and does the new owner have to compensate my friend for relocation if they can do it? Where can I find the written law on this? Thank you.

Was there a lease in place? If so when does it expire? I may have missed it but what state was this as well? With no lease an owner/Landlord can ask a tenant to leave at anytime long as proper notice is given
