No Charge - Then made me pay in full.

Had car painted at Maaco and lots of problems and delays so GM says there will be no charge when he's finished and tells me to leave, but when I picked up, I had to pay his price to get my keys. He wanted cash but I used my credit card.

Is he accountable for what he promised.?

If you have it in writing, otherwise, it is doubtful a court or credit card company would believe you.

If you recorded it you likely did so illegally.
You paid for services received. It seems you have nowhere to go with this.
