no lease

I have rented the duplex I am living in now for 14 years. When I moved in my cousin owned the house, she didn't have me sign a lease. The house was sold 8 years ago and the new owners didn't have me sign a lease either, they never even walked through my side to see what condition it was in. A year ago I asked my landlord if I could have a small inside dog and he said yes. Yesterday my lanlord stopped by and wants me to sign a year lease and wants me to pay a $300 non-refundable fee for a dog I've had for a year. He didn't give me any notice of the lease and it is supposed to go into effect today. Can he do this?
 
The answer is yes, however after seeing the short notice, you should have contacted your landlord and asked for an additional couple of days for you to read and, if in agreement, sign it. The pet deposit is something that is up to the discretion of landlords. Good Luck!
