No parenting plan filed with courts

I have a question regarding a parenting plan, So the parent was awarded sole custody by default and there was no parenting plan filed with the courts. The questions I have are 1. What are the rights of the non custodial parent as to visitation ( on the order it state resonable parenting time) what does that pertain to? 2. Would the solde custodian be held in contempt for not allowing the visitation to the non custodial parent? 3. If the custodial parent has good reason to no allow the visitation such as the other non custodial parent harrassing and threatening the other parent with fraud and having agencies come and inspect the home, can the custodian file reports with the local police office for documentation for court, if need be?
 
1. Unless it is spelled out, "reasonable" tends to be at the discretion of the CP. Orders worded like this are never a good idea and one of the parents should really go back to court to get it clarified.

2. It is unlikely that the CP would be held in contempt. "Reasonable" again usually falls down to what the CP thinks is ok.

3. Depends on the level of harassment. What exactly is going on?

When was the order made?

What exactly does the order say, word for word (minus names)? (There is a specific reason I'm asking this question).
 
The CP beacame a US citizen about 2 years ago, The CP had raised the child from infancy,CP proceeded to file for custody, the NCP never responded to the petition, custody was awarded by default. Before the judgement was made the NCP kept the child from the CP for over year without allowing any contact and very rarely any phone contact. So now I believe it has only been about 4 weeks since the child has been back home with the CP. The NCP has been sending harrassing text msg's stating that they are going to be sending ICE and other agencies to the home just using vulgar language and stating that they will be coming to the home to see if in fact the CP lives at the address. when the NCP does talk to the child on the phone they tell the child to tell the CP when is CP going to allow visits with the child, which is not good for the child the child should not be put in this situation. I am not sure word for word what the order states I do know that sole custody was awarded and it does not stat specifics to visitation just says reasonable parenting time.
