No Seatbelt No Safety

In Sept.2014 I purchased an 2003 Hyundai Sonata and the drivers seatbelt was taped up pretty well . This concerned me very much but due to desperation and little money I had to get the car. However I did sign a paper that went into the contract that the dealership owed me an seatbelt.
The salesman also told me that he would get me an seatbelt that week and it never happened.
Now its around January and the seatbelt has completely unraveled and now will not click. Very unsfe so I called the dealership and spoke with the manager who assured me he would find one and get it fixed. Days and weeks went by and I called again and no one could tell me an for sure day when I could get my seat belt. Now its Sept. 2015 and along with no drivers seatbelt my radiator is cracked,I have an slow oil leak in my oil line, front and back breaks have been changed twice and i still owe 4000 on this car. I want to know is there any legal action that I can take at all. Please help cause this car is an pain.
 
At most, you might still be able to get the seatbelt if it truly is written into the contract, but that is it. The fact that you failed to follow up for over a year is odd.
 
Since you have getting a new seat belt written into your contract & if they will not give you one, you could try suing in small claims court for the cost of the belt/fixing it. You then might consider going elsewhere for the seat belt/getting it fixed. The radiator & brake problems & oil leak you are on your own. I doubt this car being a 2003 was sold with any type of warranty.
