If a resident of Georgia, leaves the state with child and does not inform spouse, then files in California a temporary protection order against spouse, after being in Calif for 2 weeks. But States she is a permanent resident there. Also filed false abuse charges against spouse? Can this be done in another state if permanent residency has been documented for over 5 years?

If she did it, I guess its possible.

If no court order exists against the other spouse (or for the child custody), one parent is free to take the child most anywhere.

Now, did she lie to California courts?

Don't know.

I suggest you speak with local counsel and see what options exist.

If she's filed criminal charges against you, that is also something you must defend.
