Not paid for overtime

Work in Retail Sales showroom where private company forces full time staff (paid base 40 hours @ $8.75 hr plus commissions), to work overtime without pay for several months of the year. Is this legal?

No, it isn't legal.
Google the agency that enforces wage and labor laws in your state.

Without any pay at all or just not the premium portion of overtime pay?

I'm not sure I agree with ArmyJudge here, though. Generally speaking, in any workweek in which total gross pay / hours worked equals at least minimum wage, the law has been complied with.

What are these people doing during this time?
 
No pay for additional hours. Managers are instructed to only submit up to 40 hours to payroll. Require staff to work 47 plus hours per week.
Sales staff are inside sales selling products to people that come to the showroom.
 
That's different, because the base pay is not being paid and the company is intentionally not keeping the required records of hours worked. Each and every affected employee should file a wage claim with the state Dept. of Labor.
