Nycha Housing (satellite Dish Restriction)

I have heard that people in public housing are not allowed to subscribe to ANY satellite companies because NYCHA has an agreement with Cablevision. People were made to terminate their agreements with Direct TV, etc. or their lease would be terminated. Is this legal? I heard NYCHA explanation was termed, "Tenants are not allowed to deface the property." As I get more information I will post unless there is someone already informed
