Offered amount changed

Ok, I signed a form that stated i would be paid $9.00 and hr as far as i know it was an "intent to hire form" i got a letter today informing me that construction has been delayed yada yada as well as they found that similar operations (its for a car wash) employees average tips of $1.50 - $2.00 an hr, so have changed the starting wage to $7.00 an hr, and to contact so and so to sign a new intend to hire form. I am wondering if I have the legal right to refuse the new offer and take the old once since it was supposively an intent to hire form that i signed, and now they are back peddling and if i sign the new form ill void any contract im intitled to from the first offer. I made this quick since i already asked another site only to be told they cant help me since nobody is in my area... so if more info is needed let me know. As far as i can tell i "have" the job if i want it. I did the interview, did a background check and drug screening, and signed a letter of intent to hire form with a dollar figure stated. I know this pay rate sucks but im thinkin of this being a "stepping stone" into a better job such as parts department or customs department. (its at a local dealership) so if i could get info ASAP that would be outstanding. Thanks in advance.
 
You have the right to decline the offer. You have no legal way to force them to adhere to the old offer. An offer letter is not a contract.
