My jurisdiction is: New York

I was given on offer of employment by a engineering firm though an agency. I gave my current employer at the time my two weeks notice. I took at week off between jobs. During that week off, the would-be new employer took back the offer, stating they lost a big contract. My now former employer has my replacement and will bot bring me back, so now I am unemployed. Do I have any legal rights against the would be employer who pulled the offer or the agency?

Possibly but not likely. You can talk to an attorney about a detrimental reliance claim, but if business conditions changed drastically between the time of the offer and the time they pulled it, the employer would probably not be found liable.
