Shoplifting, Larceny, Robbery, Theft Ohio's Concealed Carry Disqualifiers/Robbery

Ok when i was just 18, i am 32 now, i was at a convenience store with a friend.I bought my stuff and proceeded outside to wait on him.When he came out someone from in the store came out after him and grabbed him.I grabbed the guy and told him to let go,he didn't and someone grabbed me.Long story short i went to jail because he stole something.I was arrested for Robbery, but ended up entering a plea for disorderly conduct after the events of the situation were brought to light.Now the question; i want to get my concealed carry license here in ohio and it says one of the disqualifiers is" being charged with Robbery.what exactly does charged mean, was i technically charged with robbery the moment i was arrested, or since i ended up with disorderly conduct is that what it is.The classes and application for this license run around $200 and i dont have the money to just waste.Thanks for any and all help.
