Online Purchase Breech Of Contract

I received a pregnant horse via an online ad the horse was free but the seller wanted $500 to pay the stud fee for the foal inutero. I paid the $500, paid to ship the horse 231 miles to my home, she came with a typed contract outlinging the $500 purchase price and a promise to send the breeders certificate as soon as she received the money. Purchase date was 1/07 the horse had her baby in May and I have inquired about the breeders cert. via email and phone 4+ times since the original transaction, she told me she would either give the the breeders certificate or the money back in an email and she has done neither. I sent her an email notice of intent to file a claim. My question is, can I file it in my county and can I get damages?
 
It is best filed where the sale transaction took place or in the county the seller lives. You can file for reasonable damages…………the judge would evaluate your amount, evidence and determine if you deserve. The judge can award the amount he feels you deserve. So ask for what you feel you deserve………
