I got a used car from a dealership about 2 months ago. After doing an oil change, I found an oil leak and a transmission leak. I returned the car to them and they admitted that there were prior related issues with the car. They're offering to refinance for a new car, but saying that I don't have the option to out out all together. Is this true or not, and what are my options?

They don't HAVE to do anything at all.

Any used car you purchase is going to have some sort of problem. You may keep the car or take their offer, but the next one could be worse and you could get stuck with it.
 
You can't just opt out of a contract. In the fine print of the contract you will find that the bank does not guarantee the product. They are giving you financing. The conditionof the product is between you and the dealer. Go through all of your paperwork. You should have signed a document that either said, "No warranty, as is" or it may have provided for a limited warranty(perhaps 90 days). When you buy a used vehicle, it is to be expected that their may be some problems. Presumably the price you paid should have reflected the condition of the vehicle. A reputable dealer should not have sold a vehicle in this condition, however there is no requirement to provide you with a list of things wrong with the vehicle. The burden was on you to have the vehicle checked out, or to at least get a limited warranty.
 
I suggest you investigate the cost vs benefit of having the leaks fixed if not bad, the oil leak is unlikely to cause a problem if checked often until you determine the engine add interval. The transmission is likely the filter cover gasket and is due for a fluid/filter change anyway. Depending on the mileage, if under 100k, over 80k I suggest a fluid flush to replace all all the fluid first. Wait until 110k for the filter change and fix the leak at filter change. Make sure to monitor the leak so the trans oil does not get low. Do not over add or use the wrong fluid.
