Other state dmv law not valid

I was issued a ticket for no seat belt and driving without a valid California license (CDL.) Officer was unable to find information from the california DMV site from his car. I showed him my permits for my motorcycle, class c and CDL. Now I understand California will not issue a permit license until the motorcycle is completed or the dropped. But texas does not allow these.
Texas law over california law. How do fight this ticket.
 
I'm confused ... what have you been cited for, and in which state?

Do you have a valid LICENSE that allows you to operate a motorcycle? (I presume you were operating a motorcycle)

California has nothing called a "permit license" - a "permit" and a "license" have different meanings. can you clarify what you had issued from California?

Texas not honoring California Laws

I was driving a 3 axle truck in texas on hiway 20 going north. I was stopped in the city limits of Pecos on hiway 20. officer ask for my license and I gave him my paper receipt showing my temp license and my expired license showing that I had completed renewal. I had added a motorcycle permit to drive a motorcycle until I could take my driving test. this is good in calif for 12 months or intill completed. My understand is the dmv will not issue my permit plastic one untill I complete my driving test. The officer went up on the calif dmv web site in his car and could not find where this was true. So I was giving a ticket for not wearing a seat belt and driving without a calif (CDL). Now I need what pending means in the DMV law. as the judge will not recognized it.
