Out of state process serving

I must file a small claims case against someone living outside of my state. I know my state has the jurisdiction to hear the case because it was my county where the case was originally heard. Is that correct? Our county clerk always sends the papers, certified mail which I assume is the policy in each state, but I don't know. If the person out of state fails to sign for the papers or refuses to sign for them, what do I do next. Should I look into a process server in that state (city) and go that direction???

Quite probably not. You may have to file in small claims court in the defendant's jurisdiction. How did you get it heard originally in your county? And if it's been heard already, why does it need to be heard again?
