out of state ticket, live in NY, school in VA, ticket in VA

Well I'm not pissed about the ticket, I just found out that NYS does not transfer violations out of state to my license, so no insurance increase I'm guessing? What I am wondering about is how in the hell they can expect a NYS driver to attend a MANDATORY driver improvement clinic that "must provide classroom(not online) instruction." Now this isnt exactly a problem because I do infact have residence (at college) in virginia, and can make a date to a class, HOWEVER, How the hell would they expect someone just driving through their state to drive 11 hours back to take an 8 hour class? That seems thoroughly absurd to me. I understand that I am able to take the class, but since I am a NYS driver then it shouldnt make a difference? WHat the hell is wrong with the Virginia DMV?
 
How about a little more information? What was the charge, have you been to court, and exactly what did the driver improvement requirement state?
 
I pleaded guilty and just payed the ticket, it was for a 68 in a 55, in Montgomery County VA. The letter I recieved from the DMV says that anyone ages 18 or 19 who are convicted of a first offense in the state of Virginia must attend a driver improvement clinic, and they stated that it must be in-classroom and not online. They list a license number that is not my license number, but the woman said that it was just a "customer number" so they can keep track of me, under it it read "no license". There were no specifics at all regarding in state vs out of state drivers. Thanks for any more help you can give me.
