You do understand many of those people rely on school b-fast/lunch so their children don't go without?
 
If they truly are dependent on the school to provide one lousy meal that the kid probably mostly throws away, then maybe there is some merit to reporting for a welfare check, but the foster care comment is uncalled for.
I don't think they can categorically claim that students with unpaid lunch bills are being neglected though.
