Overseas Adoption Disaster Help!

We are an overseas military family trying to adopt. We have started our homstudy and are finishing up the paperwork details now. But.. we ran into an unforseen situation. My parents are divorce for about 2-4 years now; i can't remember the exact dates. They are also remarried, which leads to my now situation. My stepmother does not want to give the home study social worker information due to ID Theft. So we norrowed it down to just her maden name and counts of children she has. Still Nothing. I have already invested a lot of money and started an application with an agancy. I need some type of legal advice to either reassure her that it will be okay or something to help me out. My father (natural) only says that it's up to her, so I'm at a stand still.. Please help if possible
