PA or NJ Jurisdiction on new move to NJ w/ Both Parents now in NJ

The mother of my 6-year-old son has recently moved into New Jersey from Lehigh County, PA against court order and without telling me. She was already found in contempt of court for denying me parenting time and phone contact many times. I found out from my son that she is now in Phillipsburg residing with her 20-year old son who has drug and alcohol issues. I believe she moved within the last two months.
I need to know whether NJ now has jurisdiction since we both live in the state or PA since it has not been 6 months yet. Please help me decide where to pursue custody.

PA retains jurisdiction at the moment.

You best get going though - if you don't file in due time, you're basically agreeing to the move.
 
Even thought she has not filed in court and was already found in contempt for things like this? She has not admitted to the move and is hiding out at the new residence.
 
Clothes there, furniture there, sleeping in Phillipsburg & commuting to Allentown area to take child to school. About 40 min drive (?) Verified by owner to have moved from apt near Allentown.
