Other Green Card Issue Parents - family based green card - no birth certificate

here is background info on my situation:

I am a recently naturalized US Citizen - my former nationality is South Korean.
I am the petitioner for my parents for a family-based green card.
I do not have a birth certificate. I plan to submit a national census report.

here is my question:

my birth certificate is not available to establish my family relationship. the I-130 form asks for a "statement from an appropriate civil authority certifying that a document is not available." Is the statement absolutely necessary for a missing birth certificate? or can I just submit other evidence of my relationship WITHOUT the statement?

What other evidence were you thinking of submitting? A civil authority is an independent, official manner of certifying that your parents are whom you say they are. If you were thinking of getting a statement from your third grade teacher, imagine how many people could find someone to swear something similar. I think you're seeing the issue and why such a statement is requested as confirmation.
 
Well i had heard that a written statement is necessary with other evidence at the time of applying for any kind of new certificate. Green card assures the family member and is required at many places, so its important to have both.
