Parking Lot Accident

My son hit a parked car in the school parking lot. No police report was filed that I am aware of. I asked the owner of the car to not turn it into the insurance company. They sent me 2 estimates from the most expensive places in a near by town. I got a better estimate from a local place. $200 difference. I sent the owner that estimate with a check for that amount. They say they won't except that and will return the check and turn it into the insurance company. My question is ... Do I have the right to get more estimates and find the best price? Or do I have to just pay them whatever they say?
