Parking lot laws

My family owns and operates parking lots. The hourly rates are clearly stated, a ticket is taken as is the case in most parking lots.People sometimes park and leave going over the curb to avoid paying. We have called the police and they say they haven't broken the law. What's to keep every one that parks from doing the same? Aren't we protected somehow? It seems to me to be a form of stealing. Any help is much appreciated. Thanks.
 
Have you checked with your state's laws about this problem?

If you are in business, you should hire a lawyer to advise you so you don't lose money.
 
It is a form of theft, but unless you can identify the driver fleeing, police cannot do much.

I suggest your company take measures to prevent people from driving over the curb, like fencing in the area.
