passed over for a promotion

Last week a position was given to less qualified employee than myself. My direct supervisor and the employee quitting recomended me for the job. The employee chosen has never done this type of work. The reason I was given was because of attitude problems in the past. I have never been written up or councelled by HR for an attitude problem. I have never been written up period. I believe my department manager has a personal grudge. Can I do anything ?

Companies do not have to explain why they award positions to certain people over others. You can file a grievance but you don't have much of a case here...
 
Barring a bona fide contract or CBA that specifically designates how promotions are granted, it's entirely up to the employer. No one has an inherent right to be promoted.
