Pay for Travel

Our company pays its employees for driving their personal vehicles to travel stores. I have been waiting for 5 weeks to receive the money owed to me for travel and gas, and after reminding them several times have still not received it. Can the employer legally keep this money until they feel like reimbursing me or are they required by any law to pay me what is owed in the pay period that it was worked? The manager thinks this is funny and has commented to several other employees about how I think I'm getting my money on one date & that she's making sure it won't be then. This has happened before & it seems that she is intentionally keeping the paperwork from being turned in for a few weeks, and then laughing about the fact that she can do this. This is my money I have already spent for gas, etc. and my pay that they are supposed to pay me per hour for driving---can she just turn it in when she feels like it?? Is there something I can do to get my money?? Thanks for any help!!!
 
Florida law (indeed, the law of most states) does not require that they pay you for gas and travel at all, so there is no set time that they have to reimburse you. This is entirely an internal matter.
