Pay or Ploy

I live in California. On the 3rd I went to pay my rent, the manager refused it stating "I'm evicting you" I have this on tape & a witness to. There is no basis for an eviction other than she is being sued in small claims for harassment. Now five days later, I receive a 3 day notice to pay rent or quit. There was no eviction papers served, the only other thing was I was served a 14 day termination notice after living here for over a year that I didn't abide by. I see this as a ploy on her part but can she refuse my rent and then demand it?
 
Pay the rent (which would negate the pay or quit notice) and make sure you have documentation that you did this.

Typically some type of notice (i.e., a pay or quit is very common) must be provided to the tenant first before anything can be filed through the legal system.
