Hi
At my place of employment in NYC the employers are scheduled to be paid on the 15th and 30th of every month. The director has stated that we are now being paid on the 30th of every month due to the tuition. We were told that 90% of the school was funded by the state and that now there is no money and every time the 15th comes around we cannot get our checks on time and then once we get them we have to wait two days or even another business day to put the check in the bank. Is this legal in NYS/NYC. We can always get our checks on the 30th. Is what my employer doing legal and we do not have a employee handbook and should we have one? Is is legal for a place of business to not have personal days sick leave?

Wait a minute. What does
The director has stated that we are now being paid on the 30th of every month
mean? Does that mean the pay frequency is being changed from semi-monthly to monthly?

There is no law requiring an employer to have an employee handbook.

Yes, it is legal in your state to not offer personal days, vacation, OR sick leave.

Are you exempt or nonexempt?

And is this a private institution or a state/city one?

And are you covered by a CBA (union contract) or by an individual employment contract?
