I live in RI and purchased tickets for a New Year's party in MA. The terms of the party were changed 1 day before New Year's and refunds were offered if you were no longer interested in attending. I asked for a refund and did not attend the party.
The organizer, who lives in MA (an individual not a business), was paid via paypal and promised me via email I would be receiving a refund. I have the email conversation as well as receipt of the original payment in PayPal, etc etc.
If he doesn't refund me, which I suspect will happen, do I have a case? If so, would I file a claim in RI small claims or in MA small claims?
