That depends on the text book.
What might constitute a threat will vary by state and by context. For instance, if I live in another state and call you on the phone and saying I should kill you, it's a threat, but it's likely a low-level misdemeanor for making the harassing call. If I am standing across the street when I say it, it might constitute a higher crime. If I am holding a weapon when I say it, it's almost certainly a felony. These would also be covered by different code sections in most states.
