In the divorce papers it says the following:

2. Transportation: Mother and Father agree to meet for all drop-offs and pick-ups at the mutually agreeable location of either XXXXX or XXXXX at 6:00pm on Friday through and ending at 3:00pm on Sunday.
Neither parent shall have or send any individuals to pick up, drop off, or transport the child for their periods of visitation or custody.

Does this mean that no one at all can transport/drive the children while the parent has custody, or does it mean no one can transport/drive the children to/from the exchange?

I would interpret that to apply only to the custody exchange.
A common complaint with custody issues is that the receiving parent sends a boyfriend, girlfriend, or relative to pick up the child and the child spends most of the visitation with that person while the parent is at work.
This seems to be a stipulation to ensure that the parents are actually spending their time with their kids.
It would be unreasonable to give a blanket order that nobody else could transport the kids for any reason whatsoever.

Your best answer will come from the court that issued the order.

The order is very clear.

It requires mom and dad to be present at the exchanges of the child(ren).

If one is absent, the other is NOT required to relinquish the child to the substitute for the parent.

It does beg the question, can a substitute hand over child to a real parent?

Can the real parent REFUSE to accept the child(ren) from the substitute?

I suggest you contact your lawyer or address your concerns with the court that issued said order.

It appears only mom and dad can legally effect prisoner, rather child(ren) exchanges.
