Could you be a little more specific?

Can they CHASE lawbreakers? Sure.

Can they run some off the road? Intentionally, probably not. If someone has been injured by the actions of an officer, they should consult local counsel to see if they have a case.

okay, but is it right for the police to chase someone on an atv who is just on the road for a few minutes that is just trying to get from the mountains to there home which is only a mile or so... shouldnt it be legal to ride on the side of the road if it is just to get back from the woods to your home or Vise/versa.A few years back in our home town paper, there was a write up saying it was legal to travel within 4 miles of your home on a 4-wheeler now the police will stop people just to impound the atv's,just 2 weeks ago they impounded 12 no one went to jail so Evidentially no one is breaking the law an for those who do not stop they use pit Maneuvers an/or their cruisers to force atv's off the rode.

Whether it is "right" or not is a judgment call. However, it would seem to be legal. In most every state (perhaps all) you are not allowed to operate unregistered vehicles on a public roadway - I assume that is the case where you are.

I don't think so, and apparently your state legislature does not think so, either.

If the agency is running these vehicles off the road then the officer(s) and the agencies involved run the very real risk of being sued into oblivion and maybe even prosecuted for criminal actions.
