I got a speeding ticket the other night while leaving a small village. The officer was a Village police officer and he was using radar at the time. Upon further looking over the area, I have discovered that the officer was at the time, outside the village limits. He also stopped me outside the village limits and issued the ticket based upon the village speed limit. Due to the terrain of the roadway, there is no way he saw me until i was outside the village ( there was a steep hill that I had to crest before I came into his view) My questions are #1- can a radar device 'bend' over and down a blind hill and #2- can this officer issue a ticket if he is not legally within the jurisdication for which he works?
