Possession of stolen property

My friend is being charged with possession of stolen brass. He went and turned it into the recycling company for money that his friend owed him. His friend is the one who took the brass from his dads business and gave it to him. Well the dad seen his brass at the recycle company and reported it stolen.How can someone be charged with possession if they havent even charged the person that actually stole it? The police report even stated who actually took it but my friends lawyer said they didnt have enough evidence to charge him. Well shouldnt my friends charge be dismiss until they charge someone for actually taking it from the business?
