Possible sexual harrasment

My Mom started a job about a year ago. They sent her to a training type seminar which was in another state last year. The regional director had a little too much to drink at the hotel bar and invited my Mom to his room one evening during this trip. My Mom declined and for her own personal reasons decided not to make an issue of it. Her boss at that time, who has since quit, wore very provocative, low cut tops and very high heels and just loved attention. She loved the attention so much that some people (including male co-workers and male clients) complained to the regional and to the vp of marketing. Nothing was done about it but the manager later left for other reasons. My Mom got the impression that the regional and vp did nothing because they liked that she dressed in a provocative way. Now, my Mom heard through her new boss that this regional and vp were complaining about the way my Mom dresses for work. They said she dresses too "cold." She wears suits everyday. She always has and she looks well put together. My Mom is an attractive woman, which may be besides the point but I think it has a lot to do with their reasoning for complainning. They do not have a written dress code. My Mom asked her immediate boss what she should be dressing like and no answer was given. My Mom then said "What am I supposed to wear, a dress?" and her immediate boss said "probably." Is this legal? I don't think just because she is a woman she should have to put a dress on or dress in low cut tops. There is more history to this story but it is already long enough. Thank you for your help.
 
No case for sexual harassment here. Tell your mom to continue dressing business professional and to stay out of conversations that are not business related.
