Power of Attorney

My father has had several strokes, and is unable to communicate. My brother is trying to manage Dad's affairs, but was advised to get power of attorney. My brother obtained the proper papers, but since my father has demonstrated that he is unable to communicate clearly, either by spoken or written word, how can he get this done?
 
If your father does not have the capacity, there is no way to do a POA. Someone will have to file for guardianship and be appointed by the court.
