Prayer for Judgement/Discriminating Judge? - North Carolina

I recently received a traffic ticket for speeding in a school zone. No other tickets on my record for over a decade. My brother also received the same exact type of traffic ticket. He went to court two days prior to me and requested a Prayer for Judgment. It was granted. He paid his court costs and that was the end of it. I on the other hand, I go to court two days later, request a Prayer for Judgment and in lief of receiving one and walking out (as my brother did), the Judge requires me to do 12 hours of volunteer service before she'll grant it. What's going on here? Is this normal or did I just get a female judge who has a thing about women? Seems a bit odd and blatantly discriminatory to me.
 
It has much more to do with the attitude and respect you show the court.

I was very respectful towards the judge and very meek.

No, we don't live in the same household. However, we do live within the same town.
 
The reason I ask is only one PJC is allowed eery three years per household incase there is a chance the address on your licence was not up to date.
