Prayer for Judgement for late registration and inspection

I am a student in Virginia. My legal address is with my parents in NC. They send on my mail. Neither of my parents remembers receiving or sending on my new registration forms. I was stopped and received a ticket on my way back from visiting my parents. I immediately registered online and went back to North Carolina the next week to have my car inspected. My court date is November 6 and it is a date that makes it impossible to be there due to school. My questions are:
1. Can I apply for a prayer for judgement via mail, online, etc. ?
2. Can one of my parents with a power of attorney appear for me? Can they apply for a prayer of judgement?
3. Can I have my date changed so that I can appear?
I am trying to do this on my own as I cannot afford an attorney and I cannot cause a financial burden on my parents.

You can contact the court and get a continuance. If you are over 18 they cannot appear for you and a PFJ is not what you want to do. I don't think it is even available for these charges. Go to court and take all of your school info and info to show you registered etc and try to get the charges dismissed with court costs. You can probably get an attorney for around 200 to do it for you.
