Prayer for Judgement info

I have a court date this week for allegedly doing 45 in a 25 MPH zone. I can't say I did it (wasn't watching the speedometer), but I can't say I wasn't. (I know I was going faster than 25). I have been hearing about this thing called a "prayer for judgement". The links I have found here so far have not been too clear to me. Can someone help me out on exactly what this means, the implications, etc. and the probability of getting the charge reduced to say, 34 in a 25? I have had an absolutely clean record for 10+ years and don't make a habit of excessive speeding.

With a clean record, reducing it to 9 over should be possible. This would result in no insurance points so a PJC would not be needed.
 
A lawyer is not needed to get the PJC, but you will need to bring an official DMV driving record with the seal on it.
 
But what is PJC? What does it do? What circumstances should we use it? how should we use it? and How many times can we use it?......this is regarding the state of GA
 
I believe the PJC is a North Carolina thing intended to give you a break on an increase in your insurance points (and charges) the one minor conviction per household per three years.
