Pre-Employment Screening & Compensation

My jurisdiction is: IL

I resigned from an assignment after a day of employment due to a family emergency. I received an invoice from the agency for pre-employment screening charges since I \"refused\" the job offer. I also will not be compensated for the day of work; client refused to approve timesheet. I would like to know if I'm responsible for the pre-employment charges. Is it legal for the client/agency to not pay me?
 
The contract does not include terms for payment of the pre-screening. I followed protocol by contacting my rep and notifying him of my resignation. I was instructed to notify the client and told that I would not be compensated. Before I could respond, he asked a rude question and hung up on me. I received an email from the rep acknowledging acceptance of my resignation and a directive to not contact him or the client.

The contract does include a section stating that payments will not be issued without a signed timesheet submitted by week end.

Then all I can suggest is that you contact the Illinois Department of Labor and see what they suggest.
