I am interested in hiring PI to investigate family matters in another state. Does it matter if I hire a PI in the state I reside in or in the state where the family being investigated lives?
 
What records can a PI access and disclose and what records are not accessible to a PI during there investigation? Ie, financial records, certain legal documents, phone records etc.

This question doesn't raise any legal issue. Depending on what information you're seeking, logic probably dictates that the cost will be lower if the PI lives where the subjects live.

Call a PI and tell him/her what you're looking for and and ask whatever questions you have.

Most states require PIs to be licensed. The requirements for the license and the scope of work PIs do in that state vary by state. Thus the details of the laws for PIs in both state matter as to what work the PIs are able to do. Note that PI work sometimes involves boots on the ground rather than just running internet searches. If all you want are internet search results you may be able to do that yourself and save the money.
