i sold an item on craigslist , specificly a pressure washer ! i didnt have a garden hose to hook it up to so he wanted a hand written receipt and i said ok . now a day later he is calling saying he wants his money back ! am i obligated to give him a refund ? please help

Why does he want his money back? Does the pressure washer not work?
If the washer is damaged then he is certainly going to think that you misrepresented the condition of it at the time of sale and he can make a good argument if he sues you. Your claim that you didn't have a garden hose to hook it up (even if true) will look like you were trying to conceal the damage.

If he just decided he doesn't want it for some other reason then tough cookies... a deal is a deal. He can sell it now if he doesn't want it.

No you are not required to give his money back. Private sales are caveat emptor (buyer beware/AS IS). Once he took possession and paid you it is his for better or for worse.
